• Les Présidents de la République d’Angola, Son Excellence José Eduardo dos Santos, de la République Démocratique du Congo, Son Excellence Joseph Kabila et de la République d’Afrique du sud, Son Excelence Jacob Zuma, se sont réunis dans un Sommet Tripartite, le 12 mars 2013, à Luanda, enfin d’analyser la situation actuelle en RDC et se sont accordés sur la meilleure manière pour la mise en oeuvre de l’Accord-cadre pour la paix, la stabilité et la Coopération en RDC, signé le 24 février 2013 à Addis Abeba.
• Le Sommet s’inscrit dans le cadre des efforts internationaux développés au niveau des Nations Unies, de l’Union africaine, de la Conférence Internationale de la Région des Grands Lacs et de la Communauté de Développement de l’Afrique Australe, visant de stabiliser la situation dans l’Est de la République Démocratique du Congo, notamment à travers l’opérationalisation de la Brigade d’Intervention avec la MONUSCO ;
• Les Chefs d’Etat réaffirment l’importance de l’Accord-Cadre comme la perspective la plus adéquate pour la résolution pacifique de la crise et du conflit dans l’Est de la RDC, tout en souvegardant sa souveraineté et son intégrité territoriale comme condition indispensable au développement économique et social de ce pays, la paix, la sécurité et la stabilité dans la région et le processus d’intégration régiolnale ;
• Les Présidents de l’Angola et de l’Afrique du sud ont réiteré leur appui aux efforts menés par le Président Kabila et son gouvernement dans la recherche de la paix, la stabilité et le développement en RDC ;
• Dans ce contexte, les Chefs d’Etst décident de créer un mécanisme Tripartite de coopération conjointe RDC-Angola_RSA, en vue de créer des conditions favorables à la mise en oeuvre de ce réferé Accord-Cadre.

Affaire Diana: Dans d'autres cieux, le président du tribunal de paix démissionerait ou serait contrait à la démission! Mais pas en RDC!
En effet, le président du tribunal de paix n’avait pas le droit de signer la note d’arrestation de Joachim Diana. Le tribunal ne pouvait rendre le jugement sans pour autant informer l’accusé.

The presidents of Angola, South Africa and the Democratic Republic of Congo on Tuesday threw their weight behind a plan to bring peace to DR Congo's troubled North Kivu.
Leaders of the three southern African nations backed a plan signed by 11 states last month that opened the way for an "intervention brigade" of 2,500 troops.
"We do not claim a new initiative for peace in the DRC," said Jose Eduardo dos Santos, alongside his counterparts after a meeting in the Angolan capital.
But he said that the three nations would "contribute to ensure the efficiency" of the deal, without giving specifics on troop deployments.
Currently, a 17,000-strong UN-led mission is combating rebels after years of unrest.
South Africa currently has troops in DR Congo as part of the UN-led mission MONUSCO.
The position of Angola is less clear with Dos Santos supporting his counterpart Joseph Kabila against the rebellion but refusing to send troops.
North Kivu has faced an uprising since last year by the M23 group which briefly seized the regional capital Goma last year.
It still controls territory near the Rwanda border.

Luanda — A tripartite summit gathering the presidents of Angola, José Eduardo dos Santos, South Africa, Jacob Zuma, and Democratic Republic of the Congo (DRC), Joseph Kabila, will take place on Tuesday in Luanda.
The information is expressed in a press release from the Civil Office of the President of the Republic.
The documents states that the summit will approach the situation in the eastern DRC and concert, with a view to implementing the Framework Agreement for peace, stability and cooperation in that country and region.
The agreement of cooperation for peace and stability in the Democratic Republic of Congo and the Great Lakes region, with the involvement of neighbouring countries, regional and international communities, was signed last February in the Ethiopian capital, Addis Ababa.
The agreement aims to put an end to the recurring cycles of conflict and violence in the DRC motivated by armed groups, which have already claimed thousands of lives and nearly two million people displaced.
Signed the document, the vice president of the Republic of Angola, Manuel Domingos Vicente, the Presidents of DRC, Joseph Kabila, Congo Brazzaville, Denis Sassou Nguesso, Rwanda, Paul Kagame, South Africa, Jacob Zuma, South Sudan, Salva Kiir Mayardit, and Tanzania, Jakaya Mrisho Kikwete.
Uganda, Central African Republic, Burundi and Zambia were represented by members of their respective governments.
On the other hand, the UN secretary general, Ban Ki-moon and the heads of the Executive Committee of the African Union, Nkosozana Dlamini Zuma, and the Southern Africa Development Community (SADC), Armando Emilio Guebuza, as well as a representative of the International Conference of Great Lakes have also signed the "agreement of cooperation for peace and stability in the DRC and the Great Lakes region."

LUSAKA (Reuters) - The national railways of Zambia, Democratic Republic of Congo and Tanzaniahave signed an agreement to make it easier to transport goods such as copper by rail between the countries, an official said on Monday.
Until now, railway traffic has often been held up by paperwork and procedures such as unloading goods for inspection at every border crossing.
Railway companies in Zambia, Africa's top copper producer, will now pick up copper from the mines for direct transportation to the port of Dar es Salaam, Tanzania Zambia Railways (TAZARA) spokesman Conrad Simuchile told Reuters.
Zambia exports the bulk of its copper through the port of Durban in South Africa. Most mining companies transport the metal by road because railway transport has been unreliable.
With this agreement in place, cargo can now move in either direction from Dar es Salaam in Tanzania to New Kapiri-Mposhi in central Zambia and Lubumbashi in Congo and vice versa without a lot of customs and other procedural complications, Simuchile said.
Mining companies operating in Zambia include Canada's First Quantum Minerals, Vedanta Resources Plc, Glencore International and Barrick Gold Corp.

BEIJING, March 12 (Xinhua) -- The newly-elected leader of the Chinese People's Political Consultative Conference (CPPCC) pledged Tuesday that China will promote consultative democracy and will not copy Western political systems under any circumstances.
"We need to steadfastly uphold the leadership of the Communist Party of China (CPC), adhere to and improve the system of multiparty cooperation and political consultation under the leadership of the CPC," said Yu Zhengsheng, chairman of the 12th National Committee of the CPPCC, the country's top political advisory body.
"We need to more strictly follow the socialist path of political development with Chinese characteristics, not imitate Western political systems under any circumstances, always adhere to the correct political orientation, and strengthen the CPPCC's ideological and political foundations of collective struggle," Yu told more than 2,000 political advisors at the closing meeting of the first session of the 12th CPPCC National Committee.
Yu, born in April 1945, was elected to the new post on Monday. He is also member of the Standing Committee of the Political Bureau of the CPC Central Committee.
Yu said that thoroughly implementing and studying the guiding principles of the 18th CPC National Congress held in November is the foremost political task of the CPPCC at present and for some time to come.
"The most important and core issues while implementing and studying these guiding principles are upholding and developing socialism with Chinese characteristics, strengthening confidence, being more conscientious, and achieving self-improvement," he said.
Yu also called on the political advisors to constantly deepen their understanding of the path, system of theories and system of socialism with Chinese characteristics.
"We must doggedly focus on the central task of economic development and serving the overall interests of the country, consciously plan and make arrangements for the work of the CPPCC in the context of the overall work of the Party and country, focus on carrying out investigations, studies, inspections and consultations on major state affairs with a bearing on the overall situation," he said.
He said the CPPCC will make more efforts to "adopt pragmatic measures and achieve practical results, advance development in a scientific way, promote social harmony, ensure all the CPPCC's efforts to fulfill its duties are compatible with the central task of economic development, conform to policy-making requirements more fully, and better reflect the people's wishes."
CONSULTATIVE DEMOCRACY
In his address to the closing meeting, Yu pledged to promote the consultative democracy, saying that it embodies the intrinsic requirements of socialist democracy.
"The CPPCC's consultative democracy takes the Constitution, the CPPCC Charter and relevant policies as its foundation, and the system of multiparty cooperation and political consultation under the leadership of the CPC as its guarantee," he said.
"It integrates consultation, oversight, participation and cooperation; closely combines people's rights to stay informed about, participate in, express views on, and oversee government affairs; embodies the intrinsic requirements of socialist democracy; and accords with the fundamental interests of the people," he said.
"We need to plan and carry out the CPPCC's consultative democracy in the context of the overall arrangements for building socialist democracy, adhere to the valuable experience the CPPCC has gained in practicing consultative democracy, strengthen research and exploration into the theory and practice of the CPPCC's consultative democracy, and more quickly build and make innovations in the system of consultative democracy," he said.
Yu said that the 18th CPC National Congress pointed out that socialist consultative democracy is an important form of people's democracy in China, and efforts must be made to improve the system of socialist consultative democracy, and make full use of the CPPCC as an important channel of consultative democracy.
"We need to genuinely make consultation more effective, incorporate political consultation into the decision-making process, steadfastly carry out consultation before and during decision-making, further standardize the content of consultation, make consultation more representative and inclusive, raise our consultative capability, use the fruits of consultation more widely and better feed them back to relevant organizations, and better manifest the strengths and value of socialist consultative democracy," he said.
"We need to thoroughly broaden the forms of consultative democracy; improve consultation on special issues and handling proposals, and with representatives from specific sectors of society and relevant government authorities; make innovations in the way the CPPCC does its normal work; expand the channels for citizens' orderly participation in political affairs; and strive to create a pattern of multilevel, comprehensive consultation," he said.
